- In 2020, Madagascar launched its first CDRFI instrument, a Catastrophe Deferred Drawdown Option (CAT DDO), following six years of collaboration with the World Bank. Further technical assistance supported the government in establishing the National Contingency Fund (NFC), which was activated for the first time in February 2025 in response to the Dikeledi Cyclone and was capitalized through the government’s budget. Authorities intend to use the NFC as a delivery channel in conjunction with REPAIR, a new regional platform shared by countries that pools resources and lowers technical and financial barriers to using CDRFI instruments. Madagascar is one of the first countries to join REPAIR. The government adopted a national DRF strategy in 2023 and has also committed to purchasing sovereign tropical cyclone insurance—efforts that have contributed to preparatory work and experience using CDRFI instruments which enabled Madagascar to access a CAT DDO through the World Bank.
- The GSFF Steering Committee awarded a US$200,000 technical assistance grant to support Madagascar’s growing CDRFI program. Funds are being used to design a new Climate Shock Response Window for an existing PPCG, which will give MSMEs access to emergency liquidity. Early estimates indicate approximately 1,750 MSMEs could benefit.
- In addition, funds aim to improve the capacity of local authorities to manage payouts from Madagascar’s new National Contingency Fund (NFC).
- Technical assistance funded through the grant complements that provided by ARC Ltd. in conjunction with Madagascar’s participation in the World Bank’s REPAIR program
