The Global Shield Financing Facility (GSFF) is a World Bank– administered multi-donor trust fund with contributions from the Governments of Canada, Germany, Japan, Luxembourg, and the United Kingdom.
GSFF supports vulnerable countries and people by increasing their access to financial protection against climate shocks, disasters, and crises with technical advisory services and integrated financial packages that address protection gaps.
GSFF finances climate and disaster risk finance and insurance (CDRFI) solutions for the most vulnerable countries and communities by strengthening partnerships with a range of stakeholders, including civil society organizations (CSOs), regional risk pools, humanitarian organizations, and the private sector. To support countries in designing and implementing their CDRFI strategies, GSFF leverages the World Bank’s analytical and advisory work, technical knowledge and expertise, and portfolio of lending instruments.
GSFF is one of three financing vehicles of the Global Shield against Climate Risks (Global Shield) and supports its objectives:
Enhancing national capacities to identify and address climate risks and make informed decisions about risk financing solutions targeted at vulnerable people and communities affected by climate risks
Strengthening coordination of disaster risk finance solutions across the national, regional, and international financial architecture and development community
Scaling up disaster risk finance solutions through a global, flexible, and collaborative financing structure
Providing a platform to catalyze sustainable and innovative financial protection by leveraging the collective expertise of diverse stakeholders
GSFF evolved from an earlier entity, the Global Risk Financing Facility (GRiF), and was formally launched in November 2022.
